Bear Mountain Parkway Marble Road Roundabout Uphill to Pinehurst Development

The last phase of the ultimate works for the Bear Mountain Parkway connection to the Leigh Road Interchange will be tendered and constructed in 2022. This is a Developer funded project. Work will include:

  • Paving the toplift of asphalt that was not placed onto the road when the road was originally opened to traffic in 2017 (the toplift was left off on purpose knowing that developers would have to cut into the road for services).
  • Completion of the sidewalk and boulevard along the upper side of the Parkway – connecting the two existing sections uphill and downhill of this project area
  • Completion of bike lanes

Florence Lake Road Multi Use Path Completion

The City will complete the last missing link of the Florence Lake Road Multi-Use Path this summer. This section must be completed in the driest time of year and is the portion located across the street from #2669 Florence Lake Road where the path diverts into the forest, to complete it directly to McCallum Road.

Work will be completed by Fall 2022

Millstream Road Improvement Project

The City began the Millstream Road Improvement Project on Monday June 21st. The project has been awarded to Scansa Construction. This project includes frontage improvements for the former Western Speedway property as well as the new subdivision on the west side of Millstream Road, south of Bear Mountain Parkway. The project is slated to complete in the late Spring of 2022 after additional stormwater improvements and BC Hydro improvements were added after the project began.

The project will include the following improvements from just north of Bear Mountain Parkway to 2241 Millstream Road (south of Nirwan Place, north of Goldie Avenue):

  • A new roundabout on Millstream Road at Bear Mountain Parkway
  • Additional driving lanes, one northbound, one southbound
  • Dedicated bikelanes
  • Sidewalks on both sides of the road
  • Boulevard landscaping
  • Additional streetlights
  • The pedestrian crossing on Millstream Road at Goldie Avenue is temporary for construction purposes only. Please obey the 30km/h construction speed limit

The contractor will be working Mondays to Fridays. Lane closures are not permitted before 9:00am in the morning to allow commuter traffic to get out to work on these days. The contractor can work as late as 10pm however they only anticipate doing that on rare occasions if needed.

Signal Installation Langford Parkway at Langford Lake Road (west)

The City will be installing a new signal light at the westerly connection of Langford Lake Road with Langford Parkway.

The City hopes to have the new signals installed prior to the opening of the two new schools on nearby Constellation Avenue that are slated to open in September 2022. However, the timing of the signal installation is based on the order time of the signal infrastructure.

Once the order time is confirmed the installation date will be shared with the community.

Signalized Intersection Happy Valley Road at Latoria Road

The City will be installing a new signalized intersection on Happy Valley Road at Latoria Road. The work will include:

  • a dedicated left and a dedicated right turn lane on Latoria Road approaching Happy Valley Road
  • a dedicated southbound left turn lane on Happy Valley Road to turn left onto Latoria Road
  • enclosure of portions of the open ditch to accommodate the signal installation
  • Completion is slated for Fall 2022.

Sooke Road at Glen Lake Road Phase 2

This project will see completion of the Phase 1 works done in 2020 that will reroute Glen Lake Road to the existing signal light on Sooke Road at Happy Valley Road. The project is part of the overall completion of the revitalization of this corner of Langford.

The project will include:

  • A sidewalk on Sooke Road bordering the new apartment sites
  • A new sidewalk on Glen Lake Road from Page Avenue to Monnington Place
  • Bike lanes on the newly aligned Glen Lake Road
  • Closure of the existing Glen Lake Road connection to Sooke Road (barriers will be placed here, use of this closed area has yet to be determined by the City)
  • Completion Spring 2022

West Shore Parkway at Amy Road Roundabout Improvement Project

The City will be doing improvements to the existing roundabout on the West Shore Parkway at Amy Road. The improvements include:

  • Northbound Approach (on West Shore Parkway driving north toward the Trans Canada Highway/Amy Road):
    • Relocating the existing pedestrian crosswalk that is on the south side of the roundabout to be on the north side of the roundabout.
    • Construction of a dedicated left turn lane to be for residents to turn left toward Amy Road
    • Through/northbound traffic would continue north on a dedicated lane
  • Eastbound Approach (on Amy Road travelling toward West Shore Parkway):
    • Relocating the existing pedestrian crosswalk on Amy Road so that it is east of the Sysco and Shell Gas Station/Tim Hortons driveway to reduce any pedestrian conflicts with the traffic inbound on Amy Road from the West Shore Parkway or from the Sisco driveway.
    • Constructing a dedicated left and a dedicated right turn lane from Amy Road to navigate the roundabout onto West Shore Parkway (currently there is one combined lane only)
  • Southbound Approach (on West Shore Parkway travelling from the TCH toward Amy Road):
    • New pedestrian crosswalk on the north side of the roundabout
    • More lane markings to delineate the dedicated right turn lane onto Amy Road from the through lane that continues south around the roundabout
  • Sisco Driveway:
    • The driveway will be improved to allow large trucks to turn right or south onto the West Shore Parkway. Currently trucks are not able to turn south out of the driveway and are using the roundabout to turn around in to go south toward Langford Parkway. To alleviate this use of the roundabout, the Sisco driveway will be improved.

The project has been awarded to G&E Contracting and work has begun onsite. The project is slated to complete prior to the May long weekend, 2022.
