LANGFORD’S ANNUAL REPORT HIGHLIGHTS SIGNIFICANT ACHIEVEMENTS IN 2025
A year of progress, innovation, and community investment across the City
(Langford, B.C.): At the June 15, 2026, Council Meeting, Langford Council approved the 2025 Annual Report, which highlights the City’s significant accomplishments and key projects over the year. With Langford’s continued growth and momentum, and the Annual Report showcases a year of true community impact, reflecting clear planning, corporate efficiencies, and a shared commitment to progress and community benefit.
“The Annual Report showcases a year of progress towards Council’s commitments and the real impact of that work in the community,” said Scott Goodmanson, Mayor of Langford. “I am proud of what we have achieved together, and of the strong foundation we are building, enhancing services, expanding amenities, and strengthening partnerships to support Langford’s continued growth, prosperity, and sustainability in the years ahead.”
Highlights in the 2025 Annual Report include:
- Opened the Goldstream Medical Clinic in partnership with the South Island Primary Care Society, expanding access to primary care services in the community.
- Acquired Woodlands Park, securing over six-acres of greenspace in the downtown core for future public use and recreation.
- Finalized the City’s purchase of the Westhills YMCA/YWCA Aquatic Centre, with ownership officially transferred in March 2025.
- Advanced key milestones in the West Shore RCMP detachment expansion, progressing a collaborative, multi-jurisdictional project to support a growing population.
- Secured over $13 million in ChildCareBC funding to deliver more than 120 new licensed childcare spaces, improving access to affordable childcare for local families.
- Advanced a historic memorandum of understanding with First Nations on the Island Corridor, supporting future rail integration, new transit stops, and shared economic and reconciliation benefits.
- Adopted the refreshed Official Community Plan, the first comprehensive update since 2008, establishing a roadmap for transit-oriented growth, supporting increased housing density, and unlocking opportunities for external infrastructure funding.
- Adopted the Wildfire Resiliency Plan, Construction Impact Management Strategy, and Parks Master Plan to guide community safety, infrastructure delivery, and the acquisition, development, and management of Langford’s parks and trails system.
- Improved accessibility at Florence Lake Pier, enhancing inclusive access to waterfront recreation.
- Strengthened regional collaboration with the City of Colwood, Town of View Royal, and the Capital Regional District to support shared priorities, including the West Shore RCMP detachment expansion.
- Supported the opening of the John Horgan Campus, bringing post-secondary education to the downtown core.
- Transitioned to 24/7 staffing at Langford Firehall #2.
- Addition of protected bike lanes on both sides of Latoria Road and the addition of sidewalk on one side of Latoria Road to support safe routes to school.
- Opened Langford’s first community garden at Porcher Park.
- Made significant upgrades to local parks including resurfaced tennis courts at Centennial Park, and accessible play options at Glen Lake Spray Park.
- Installed a protected multi-use path on Bellamy Road and completed intersection improvements at corners and crossings of Veterans Memorial Parkway.
- Undertook Indigenous cultural awareness training and worked with the Indigenous Perspectives Society to develop a decolonization workplan alongside the Reconciliation Action Plan.
- Hosted two Ideas Fairs and multiple on-line surveys to collect community feedback to help shape planning initiatives.
- Collected over 1,000 yards of debris and yard waste through the FireSmart Program.
- Ranked #2 City in BC for economic resilience by BC Business Magazine (two-years running).
- Processed a record number of business licence applications, demonstrating continued economic growth and business confidence.
- Launched Greater Victoria’s first e-scooter and e-bike share program in partnership with BCAA Evolve.
- Supported the groundbreaking of TownePlace Suites by Marriott in the downtown core.
- Hosted the BC Lions at Starlight Stadium for a pre-season game.
- Hosted the Canadian Cross Country Mountain Bike Championships at Jordie Lunn Bike Park.
- Opened the new “Flipside” trail at Gravity Zone Nature Trails Park.
- Launched the Campus Perks program in partnership with Royal Roads University to connect John Horgan Campus students and faculty with local businesses and amenities.
