The holder of a Street Construction Permit may dig up, break, remove, excavate, obstruct, build on, or otherwise modify a street in accordance with the terms of the permit. The plans submitted shall consist of, but are not limited to, a:
- Detail plans of works.
- Estimated Capital Cost of the Works (Attach Engineer’s Certified Estimate to this Form).
- Proof of liability insurance not less than $5,000,000, with the City of Langford as additionally insured.
- Construction and Delivery Parking Plan.
- Mitigation Plan.
- Fees: $50 application fee, plus 6% of the first $500,000.00 plus 2% of the remainder of the costs for all above-ground or at-grade works, and 3.5% of the first $50,000.00 plus 0.6% of the remainder for underground utilities. A roadway damage deposit may also be required.
The drawings shall supply at least the following information:
- The legal boundaries of all road allowances or easements and adjacent legal lot descriptions.
- The proposed utility position (horizontal and vertical) related to legal boundaries and any existing utility or surface features within the public right-of-way.
- The details of all pipe sizes, trench depths, manholes, poles, boxes, bridge, culverts, walls, or other civil structures to be constructed, with standard drawing specifications where applicable.
The holder of a Special Events Permit may use a street, including a sidewalk, boulevard, lane or roadway, for a special event, in accordance with the terms of the permit. This permit is only active for the dates and times specified in the approved application form. The plans submitted with the completed application shall consist of, but is not limited to:
- Site Map
- Parking Management Plan
- Traffic Management Plan
- Proof of liability insurance of $2,000,000 to $5,000,000, with the City of Langford as additionally insured.
- Fee: $50, and roadway damage deposit
The holder of an Oversized Vehicle and/or Restricted Route Permit is allowed to drive on city streets that normally restrict large vehicles and/or dangerous goods. All travel must follow the specific conditions outlined in the permit.
This permit is only active for the dates and times specified in the approved application form.
A driver with an Oversized Vehicle permit may:
- Operate a vehicle, including commercial vehicles or heavy trucks, that exceeds the usual size, weight, or load limits set out in section 27 of Bylaw 2233.
A driver with a Restricted Route permit may:
- Drive a heavy truck on streets that are typically off-limits under the truck route rules in section 32 of Bylaw 2233.
The plans submitted with the completed application shall consist of, but is not limited to:
- Route map, including start and finish points.
- Traffic Management Plan.
- Proof of liability insurance not less than $5,000,000, with the City of Langford as additionally insured.
- Fee: $50 Application fee, plus $50.00 fee per vehicle for each day of the permit. A roadway damage deposit is also required.
The holder of a Street Use Permit may occupy that portion of the street, sidewalk, boulevard, bicycle lane, multi-use pathway, or vehicular lane, in accordance with the terms of the permit, but must not do anything that would require a Street Construction Permit, such as, but not limited to, digging up, modifying, excavating, or constructing on a street.
The maximum term of a Street Use Permit is seven (7) days. The plans submitted shall consist of, but are not limited to, a:
- A plan or other specifications of the work to be undertaken
- Traffic Management Plan
- Proof of liability insurance of $2,000,000 to $5,000,000, with the City of Langford as additionally insured.
- Fee: $50 and roadway damage deposit.
The holder of a Patio Permit may occupy a portion of the sidewalk or boulevard for the expansion of an existing retail or restaurant business. This permit is only active for up to three (3) years, and proof of insurance annually is required annually. The applicant must have a valid business licence and must maintain a valid business licence for the duration of the Street Use Permit. The plans submitted shall consist of, but are not limited to, a:
- Detail plans which show the proposed patio use area and all existing buildings, structures, fixtures, and improvements located within three metres of the proposed patio use area; and
- Parking Plan
- Proof of liability insurance not less than $5,000,000, with the City of Langford as additionally insured. The applicant is responsible for maintaining adequate insurance to the satisfaction of the engineering department.
- Fee: $50 and roadway damage deposit.
A Street Occupancy Licence is required to temporarily occupy, or encroach on, any portion of a street, in order to complete the construction, demolition, or repairs of a building. The holder of a Street Occupancy Licence may occupy that portion of the street in accordance with the terms of the licence and is intended for periods of occupation greater than seven days. The plans submitted shall consist of a, but is not limited to:
- Detailed encroachment plans.
- Proof of liability insurance not less than $5,000,000, with the City of Langford as additionally insured.
- Professional Engineer Certified Cost Estimate, to reinstate public property back to original state.
- Construction Parking Plan and Delivery Plan.
- Traffic Management Plan.
- Traffic Impact Assessment (for projects occupying travel lanes).
- Fee: $1,000, plus a fee equal to $0.85 per square metre per day to occupy existing sidewalks, marked parking stalls, and boulevards, and a fee equal to $1.15 per square metre per day to occupy existing bicycle lanes, multi-use pathways, or vehicular lanes. A roadway damage deposit may also be required.
- Encroachment fee shall be paid monthly, calculated according to the number of calendar days in each month. The Licensee will pay the first monthly installment on the commencement date of the agreement to the last day of the month. Thereafter, subsequent monthly instalments shall be in advance of the first day of each ensuing month.
The drawings shall supply at least the following information:
- The legal boundaries of all road allowances or easements and adjacent legal lot descriptions.
- Specific area that will be occupied for the duration of the project.
The holder of a Shoring Permit may occupy that portion of underground in the right of way in accordance with the terms of the permit. A Shoring Works Permit is required to temporarily occupy, or encroach on, any portion under a public street, to complete the construction, demolition, or repairs of a building. The plans submitted shall consist of, but is not limited to, a:
- Key-map
- Shoring detailed plans, from signed and sealed by a professional engineer of record
- Show shoring details under public right of way should show vertical and horizontal clearance from existing utilities.
- Proof of liability insurance not less than $5,000,000, with the City of Langford as additionally insured
- Traffic Management Plan and Pedestrian Management Plan, as required?
- Professional Engineer Certified Cost Estimate for removal, de-tensioning, and backfilling the site for safe occupancy of the site.
- Construction Parking Plan and Delivery Plan
- Letters of Engagement (Civil/Geotechnical)
- Fee: $1,000. A remediation bond to reinstate the land to its original condition may also be required.
The drawings shall supply at least the following information:
- The legal boundaries of all road allowances or easements and adjacent legal lot descriptions.
- Specific area that will be occupied for the duration of the project.
- Details of shoring, anchoring, or H piles that will be installed for the duration of the project.
The holder of a Crane Swing Permit may erect a crane on private property that will have a swing radius over public streets in accordance with the terms of the permit. A Crane Swing Permit is required when any part of the crane will encroach the air space above any public street. The plans submitted shall consist of, but are not limited to:
- Key-map
- Detailed plans of Crane Swing Radius
- Proof of liability insurance not less than $5,000,000, with the City of Langford as additionally insured
- Construction Parking Plan and Delivery Plan
- Fee: $500
The drawings shall supply at least the following information:
- The legal boundaries of all road allowances or easements and adjacent legal lot descriptions
- Air space trespass area that will be occupied for the duration of the project.
