Update: Bylaw 2233 – Streets and Traffic Bylaw

On March 16, 2026, the City of Langford adopted the Streets and Traffic Bylaw No. 2233, which updates the bylaws that govern the use of public streets. As part of the update, the City has introduced 6 permits and 3 licences, which replace the former Highway Use Permit application.  

To support the implementation of the Streets and Traffic Bylaw No. 2233, the City of Langford has created a decision flow chart to help identify the appropriate nine new permits and licences. It is understood that the completion of these forms constitutes an application only, and the work applied for will not commence until this permit has been approved. The proposed works are subject to the General Conditions and noted additional conditions once your permit is approved. All work must be in accordance with the City of Langford Subdivision and Development Servicing Bylaw No. 1000, as amended from time to time and in compliance with Provincial and Federal Regulations. In addition, the following requirements apply:

  • Applicants must acknowledge and accept the general permit conditions by signing the last page of the general conditions for each application. 
  • Applications will not be approved until fees and proof of insurance (if applicable) have been received. 
  • Permit fees and application fees can be paid to the City of Langford by cheque, cash, or debit. The City of Langford does not take payment by credit card. 

“Street” means road right-of-way, including boulevards, roadways, vehicular lanes, sidewalks, bicycle lanes, multi-use pathways, City owned or controlled parking lots, and any other infrastructure open to public use.

Licence Agreements

There are three license agreements available for builders and developers to use city owned infrastructure during the construction of your building: Street Occupancy, Crane Swing, and Shoring Works. The three licence applications are located on one permit form. Applicants must indicate what licences they are applying for on the application form, and separate licence agreements will be issued based on what was applied for.

Applicants can apply for an extension, subject to the approval from the Director of Engineering and Public Works. Additional fees may be required if an extension to the licence is granted.
