49 Child Care Spaces and New Community Arts Centre

Forty-nine new licensed child care spaces will open by 2027 at 1100 Jenkins Avenue, operated by an established non-profit provider. Supported by a $6.27M grant from the ChildCareBC 2023–24 New Spaces Fund, the facility will include 49 child care spaces for children aged 0 to 5, providing essential support for families in the community and advancing Council’s priority to expand access to high-quality, affordable childcare.

The facility will also include a new Community Arts Centre, featuring a pottery studio, which will replace the Centennial Centre at 2805 Carlow Road. The City is committed to preserving the Centre’s role as a cultural and community hub, with the new location expected to open by spring 2027 following a brief closure. Children in the child care program will benefit from access to the upstairs art studio as part of their daily programming.

Construction begins Fall 2025.

Woodlands Park Botanical Garden and Urban Oasis

Woodlands Park is set to transform over six acres in the centre of downtown Langford into a passive urban oasis, made possible through the vision and generosity of longtime residents Ralph Stoerzer and Laura Kiehl.

Currently featuring mature trees and winding pathways, the park will be enhanced with additional trails and gardens, expanded green spaces, decorative fountains, landscaped ponds, picnic facilities, and playgrounds. Drawing inspiration from renowned urban gardens worldwide, Woodlands Park aims to provide an accessible sanctuary that will enrich the downtown area and serve as a lasting legacy for future generations.

Veterans Memorial Park Expansion

Location: Veterans Memorial Park, Aldwynd Rd

The City of Langford is expanding Veterans Memorial Park by 1.35 acres through the acquisition of four adjacent properties: 679 Goldstream Avenue, 2815 Aldwynd Road, 678 Fairway Avenue, and 680 Fairway Avenue. This expansion will increase Veterans Memorial Park to over 3 acres with more greenspace in the heart of downtown. It will also create additional space for public markets and events. All mature trees on the expanded site will remain in place, including the large sequoia tree that serves as the focus of the city’s annual holiday light display. The project is funded through development contributions at no additional cost to taxpayers.

West Shore Innovation Hub

Location: John Horgan Campus, 798 Goldstream Avenue

The West Shore Innovation and Startup Hub at the John Horgan Campus is a collaborative space designed to help entrepreneurs and local businesses test, refine, and scale their ideas. Through targeted programming and mentorship, The Hub connects startups with resources, community partners, and youth talent to accelerate growth and innovation. Its mission is rooted in civic innovation, youth engagement, and entrepreneurship, empowering changemakers and business leaders to drive meaningful impact in the region.

Goldstream Medical Clinic

Location: 2832 Bryn Maur Road

Opening Date: Early 2026

In partnership with the South Island Primary Care Society and the Freemasons of Langford, the city has established a long-term agreement for commercial space in the new Westshore Masonic Centre on Bryn Maur Road. Alongside financial contributions for tenant improvements, equipment, furniture, and fixtures up to $1.7 million, the City is offering temporary accommodations for physicians, evaluating a Permissive Tax Exemption, and providing ongoing marketing assistance for physician recruitment.
