City of Langford Council Initiates 2026 Budget Process
(Langford, B.C.) – At the December 8, 2025, Committee of the Whole meeting, staff outlined the preliminary drivers of the Five-Year Financial Plan to the Committee. The presentation included a review of the key drivers that make up the current 15.97% property tax increase for Council discussion ahead of development of the draft 2026-2030 Financial Plan in January.
Staff presented a detailed breakdown of the proposed increase, highlighting items that fall under Council’s full discretion, partial discretion, and those that are non-discretionary due to existing contracts or previous decisions.
Following a robust discussion, Council directed staff to conduct a detailed review of the current Five-Year Financial Plan and return draft options for potential 3%, 6%, 9%, and 11% increases, all of which are significantly lower than the proposed 15.97%. Council emphasized the need to understand the impact of each option on existing service levels and what those changes would mean for the community. They also indicated their aim to balance maintaining City services while minimizing the impact on taxpayers.
The proposed options will be presented to the Committee of the Whole in January. At that time, there will be multiple opportunities for public participation, including a survey for residents to provide their input.
