City of Langford Advises Residents of Hazardous Conditions at 2748 Peatt Road
(Langford, B.C.) – Earlier this morning, the City of Langford advised residents located directly adjacent to 2748 Peatt Road, a development known as ‘The Scene,’ of a hazardous condition on the property which the City recently became aware of through standard building regulation and due diligence processes.
As part of the City’s review of geotechnical reports associated with a proposed development on the site, the City retained WSP Canada Inc. (WSP), an independent engineering firm, to conduct a peer review of the geotechnical information submitted to date. During this review, WSP identified concerns related to the shoring on site that may pose a public safety risk.
The findings from WSP indicate there is a risk of sloughing along the southern wall of the excavation, which abuts the northern boundary of a neighbouring strata property. This risk could increase if heavy trucks or emergency vehicles were to access the adjacent strata road.
WSP has recommended that the strata road not be used by heavy vehicles such as garbage trucks, moving or delivery vehicles, or emergency vehicles, until the situation is resolved. Residents have been advised that they do not need to evacuate their homes. Staff and the Mayor met with or personally delivered letters to each resident first thing this morning to provide immediate notification and answer any questions. While this is a private property matter, as soon as the City was made of aware of this potential public safety hazard, the City stepped in to ensure a swift response and action.
The lots which comprise the lands at 2748 Peatt and 2745 Scafe were re-zoned in January 2022 to allow for a high-rise complex consisting of two towers, 18 and 24 storeys, including a common podium. The site was excavated under an excavation permit issued January 25, 2023, and shoring was installed. Since the excavation, there has been little progress on the site development. In April 2025 a foundation permit was issued and in October 2025 some minor footings were poured.
City Council will receive information regarding the situation at a Special Council Meeting tonight at approximately 5:15 p.m., following an In-Camera meeting. At that meeting, Council will consider whether to issue a Remedial Action Order, which, if approved, would require the property owner to take immediate steps to address the hazardous condition. If the required steps are not completed within two weeks of the date the City received the WSP letter, the Remedial Action Order would allow the City to step in and take necessary steps to ensure that the hazard is rectified.
The meeting will follow an in-camera meeting at 5:00 p.m. and will be open to the public. Information on how to attend electronically can be found at Council & Committee Meetings – City of Langford.
