Council approvals advance key actions from Langford’s first Economic Development Strategy and reinforce the City’s commitment to supporting local businesses.
(Langford, B.C.): City of Langford Council has approved a modernized five-year Professional Services Agreement with the WestShore Chamber of Commerce, strengthening the organizations’ partnership and establishing a clearer framework for supporting the growing business community in the West Shore. The Chamber supports economic development in the communities of Langford, Colwood, View Royal, Metchosin, and the Highlands.
The approvals represent another significant step in Council’s commitment to supporting local businesses and advancing economic development in Langford. They also put into action key recommendations from the City’s first Economic Development Strategy, approved by Council in June 2026, moving priorities identified in the Strategy into tangible programs, partnerships, and business supports.
“Council has made supporting our business community and strengthening Langford’s economy a clear priority, and these approvals demonstrate that we are putting that commitment into action,” said Langford Mayor, Scott Goodmanson. “The City’s first Economic Development Strategy gave us a roadmap, and we are moving forward on its recommendations by building stronger partnerships and creating practical opportunities to support businesses, entrepreneurs and investment in Langford. The Chamber’s new location will also provide greater visibility and accessibility in the heart of downtown, while supporting the continued expansion of Veterans Memorial Park for the benefit of the broader community.”
As part of the renewed partnership, the Chamber will relocate from its longtime location at Veterans Memorial Park to a new ground-floor office at 125–877 Goldstream Avenue, in the City Hall building. The Chamber is expected to move into the new downtown location on October 1, 2026, under a five-year lease with an opportunity to renew for an additional five-year term. Importantly, this relocation was also supported by the Mayors of Colwood and View Royal.
The new Professional Services Agreement establishes defined services, deliverables and reporting requirements aligned with the City’s Economic Development Strategy. The partnership will support business engagement, retention and expansion, investment readiness, communications and initiatives that promote Langford as a place to do business.
“The WestShore Chamber of Commerce is proud to support the expansion of Veterans Memorial Park and to play a part in helping make this important community project possible,” said Kelly Darwin, President of the WestShore Chamber of Commerce. “Our move to a new office in the heart of downtown Langford will also allow us to better serve our members, local businesses and the broader community, with a more central and accessible location for Chamber programs, resources and connections. We’re excited to see both the park and the Chamber’s new home contribute to a vibrant and growing Westshore.”
Services delivered through the agreement will support the broader Langford business community, extending beyond Chamber membership and helping connect businesses with information, resources, programs and opportunities.
The agreement includes annual base funding of $24,000, adjusted annually based on the Consumer Price Index, as well as up to $15,000 annually for project-based services. These projects will include an annual Business Walks Program, Tour of Industry, and Investment and Development Showcase, providing opportunities to better understand local business needs, highlight Langford’s key industries and employers, and showcase investment and development opportunities.
The Chamber will also work closely with City staff on business outreach and engagement, provide insights into emerging business needs and trends, and report annually on services delivered, outcomes and performance measures.
The Chamber’s new ground-floor office will provide a modern, fully accessible and highly visible location along Goldstream Avenue. Its location in the Langford City Hall building will also support closer coordination between the Chamber and the City’s economic development work, while ground-level access and dedicated parking will improve convenience for businesses and visitors.
The relocation also supports the continued expansion of Veterans Memorial Park. Following the Chamber’s move, the former Chamber building will be removed, and the area will be used to create much needed parking associated with the expanded park, allowing the City to make better use of valuable downtown parkland and support the park’s continued role as an important community gathering space.
Together, the new agreement and relocation reflect Council’s continued focus on turning the Economic Development Strategy into action, strengthening relationships with the business community and creating the conditions for long-term economic growth and investment in Langford.
