CITY OF LANGFORD RELEASES DRAFT OCP – INVITES COMMUNITY FEEDBACK

(Langford, B.C.) – The City of Langford is pleased to present its draft Official Community Plan (OCP), following extensive public engagement activities over the past year.

The City is now in the third and final stage of its OCP refresh/rethink process and invites community members to review the draft and participate in a survey to provide valuable feedback. The survey can be accessed here and will be open until Sunday, April 6, 2025 at 11:59 p.m.

“As we prepare for our city to grow to 100,000 residents, the draft OCP sets out a dynamic and flexible roadmap to support this next phase of Langford’s growth,” said Mayor of Langford, Scott Goodmanson. “By planning for a population outcome instead of a timeline, we can ensure that Langford prospers, adapting to future opportunities and challenges with resilience and strategic vision.”

Rather than planning for a fixed number of years with uncertain outcomes, the draft OCP plans for a population of 100,000 residents. This approach offers the key advantage of focusing on what Langford needs to support that milestone, no matter how long it takes to get there. It’s an example of planning for outcomes, not timeframes; a best practice that keeps city growth strategies relevant over time.

City of Langford staff developed the draft OCP by gathering input from the community and subject matter experts. Public consultation was a key component of the process, enabling community feedback to shape the plan along with in-depth research on current and future challenges and opportunities, best practices, and technical analysis.

Phase 1 public engagement focused on gathering the ideas and priorities of community members to shape the future of Langford.

Phase 2 involved turning a variety of “big ideas” into policy options by developing an Ideas Paper. The public engagement component tested these options to determine whether to develop them further and include them in the draft OCP.

Phase 3 public engagement is an opportunity for community members to share their input on how effectively the City has aligned the feedback gathered during the first two phases of engagement with the growth management strategy and policies that will shape how Langford grows to 100,000 residents. After an engaging and inspiring process, the draft OCP is now ready for public review. The survey can be accessed through Letschatlangford.ca/ocp.

Following the completion of Phase 3 engagement, the draft OCP will be refined and then presented to Council this spring for consideration through the formal OCP Bylaw approval process. This process will provide opportunities for the public to express their views to Council, including a Public Hearing. Once adopted, all rezoning applications, as well as new and amended City bylaws and policies, will need to be consistent with the new Langford OCP.
