Reduced congestion, and safer, more accessible travel options are on the horizon for Langford residents.
(Langford, B.C.): Langford Council has taken bold action towards a more connected future for residents. At the July 20, 2026, Council Meeting, Langford Council adopted the City’s first Transportation Master Plan and Active Transportation Plan. Developed since fall 2024, the Transportation and Active Transportation Master Plans will guide future transportation decisions, addressing concerns about traffic flow and congestion, reducing GHG emissions, supporting safe and accessible travel, and providing residents with more ways to get around the community.
While driving remains an important mode of transportation for many residents, the plan focuses on giving residents more transportation choices, whether they choose to drive, walk, roll, cycle, or take transit.
Public engagement made it clear that residents are frustrated by a lack of long-term transportation planning, resulting in congestion, limited options for those who do not drive, and concerns about how continued growth will affect mobility in the future. While Langford was once viewed primarily as a bedroom community where a vehicle was a necessity, that is no longer the reality.
In 2025, Langford became the first municipality in the region to introduce an e-scooter and e-bike share program through Evolve, bringing 150 shared e-bikes and e-scooters to the community. The addition of BCAA’s Evo Car Share program further expanded transportation options for residents and visitors, supporting a shift toward a more accessible and multimodal transportation system.
“We have heard from residents that they want less congestion, safer routes, better connections, improved transit, and more transportation choices,” said Scott Goodmanson, Mayor of Langford. “This is not an attack on cars. It’s about finding connections and opportunities for those who do not have to drive, or who choose not to for some of their trips, while helping to keep road space available for those who do drive. We are creating a transportation network that works for everyone. These plans will help the City compete for critical grant funding and provide a roadmap for transportation improvements that meet the needs of residents today and for years to come.”
Informed by community input, subject matter experts, and best practices, the Transportation and Active Transportation Master Plans help the City understand how transportation networks are currently operating, and where improvements can be made based on mode shift targets outlined in Langford’s refreshed Official Community Plan. Additionally, these plans will help the City qualify for transportation-related grants and strengthen partnership opportunities.
The objectives of the plans are summarized as follows:
- Plan growth and transportation together to ensure that everything is connected.
- Ensure the transportation network safe and accessible for everyone.
- Develop a strong transit network that encourages people to use it.
- Minimize the network’s climate impact by lowering transportation-related emissions.
- Keep people and goods moving efficiently to reduce delays and support local businesses.
Following feedback from nearly 30 members of the community during public participation on July 20, Langford Council directed staff to remove the proposed road connection on Hoffman Avenue in the Transportation Master Plan until further information about future intersections or road connections in and out of Mill Hill are available.
The development of both the Transportation and Active Transportation Master Plans were identified as priorities in Council’s 2023-2027 Strategic Plan, and will be Langford’s first official long-term guides for the planning, design, and development of multi-modal transportation infrastructure, improving safety and connectivity while providing residents with more travel options throughout the community.
