Project Name: Westwind Drive Multi-Use Path
Address: Westwind Drive from Atkins Avenue to North of 555 Westwind Drive
Project Status: Construction Complete
Project Rationale: This project was fast-tracked due to an impending closure of the Savory School Pedestrian Bridge by School District 62, in order to provide a protected pedestrian route to the E&N Rail Trail trailhead on Westwind Drive as an alternate route to Savory School for residents living in the catchment area north of the railway tracks.  Costs covered by the Multi-Use Path Capital Project budget, funded by Federal Gas Tax allocations.

Project Description: From the existing concrete sidewalk on Atkins Avenue across from Selwyn Road, a new concrete curb and sidewalk to the corner of Westwind Drive, connecting to a new paved 2.4 m multi-use path on Westwind Drive from Atkins Avenue to the E&N Rail Trail trailhead.  The paved path will be protected with a combination of pre-cast concrete curbs and delineators.  Off-street parking, streetlights, signage,
pavement markings and drainage upgrades are all included as part of this project.

Alouette Traffic Calming

Project Name: Alouette Traffic Calming
Address: 2964 and 3088 Alouette Drive 
Project Status: Construction Complete
Project Rationale: The Alouette Drive Traffic Calming project was implemented as a pilot project to address ongoing concerns related to speeding and the use of Alouette Drive, a 30 km/h residential road, as a cutthrough route for large vehicles within the Westhills neighbourhood. Following a review under the City of Langford’s Traffic Calming Policy, Alouette Drive was identified as a suitable candidate for traffic calming. In response, the City of Langford commissioned a traffic engineering assessment. Based on the review, speed cushions were recommended as a traffic calming measure.

Project Description: To address these concerns, the project included the installation of temporary speed cushions at two locations along Alouette Drive, near 2964 and 3088 Alouette Drive. These measures are intended to discourage throughtraffic by large vehicles, reduce overall traffic volumes, and lower vehicle speeds, improving safety and comfort for residents and road users.

Sarah Beckett Memorial Playground Safety Improvements

Project Name: Sarah Beckett Memorial Playground Safety Improvements
Address: Glen Lake Road between Jenkins Road and 3026 Glen Lake Road.
Project Status: Construction Complete
Project Rationale: The Glen Lake Road Improvements project was undertaken in response to resident concerns about unsafe driver behaviour near Sarah Beckett Memorial Playground along Glen Lake Road.
Through community complaints and a review conducted under the City of Langford’s Traffic Calming Policy, the City identified concerns related to vehicle speeds and driver awareness in the area between Jenkins Road and 3026 Glen Lake Road. Given the park’s playground facilities and frequent pedestrian activity, traffic safety improvements were warranted to better protect park users and nearby residents.

Project Description:  The project included the installation of new pavement markings and signage along Glen Lake Road to clearly identify the playground zone associated with Sarah Beckett Park. These improvements are intended to increase driver awareness, encourage reduced speeds, and enhance safety for children, pedestrians, and other park users.

Carlow Road Improvements 

Project Name: Carlow Road Improvements 
Address: Carlow Road at Costin Ave and Carlow Road at Goldstream Ave.
Project Status: Awaiting Construction
Project Rationale: The Carlow Road Improvements project was initiated in response to residents’ concerns about unsafe driving behaviour near Centennial Park. Community feedback highlighted ongoing issues along Carlow Road related to driver speeds, prompting the City to assess the corridor. Due to the proximity to public spaces, and it being a high traffic area, traffic safety improvements were warranted to better protect park users and nearby residents.

Project Description: The project will include the installation of new pavement markings and signage along Carlow Road to clearly identify the playground zone associated with Centennial Park. These improvements are intended to increase driver awareness, encourage reduced speeds, and enhance safety for children, pedestrians, and other park users.

Jacklin Road Neighbourhood Bikeway

Project Name: Jacklin Road Neighbourhood Bikeway
Address: Jacklin Road and Matson Ave from Brock Ave to Goldstream Ave.
Project Status: In Design
Anticipated Completion Date: Fall 2026
Project Rationale:
Ongoing community feedback has consistently identified school zones as a priority for improvement, with residents highlighting the need for safer conditions so children and their families can confidently choose active transportation. Currently, there is no dedicated cycling infrastructure and limited alternative routes available for students and families. This lack of safe, connected facilities discourages walking and cycling, increasing reliance on personal vehicles. In turn, this contributes to traffic congestion, higher emissions, and a greater risk of collisions.

The proposed improvements aim to reduce vehicle speeds and volumes, enhance safety for all road users, and create a more comfortable and welcoming street environment.

This project also advances recommendations identified in the Capital Regional District’s Active and Safe Routes to School Travel Plan (2018) for Ruth King Elementary, helping to address key barriers to safe and sustainable transportation for students and their families.

Project Description: This project will transform Jacklin Road and Matson Road, between Brock Avenue and Goldstream Avenue, into a designated neighborhood bikeway. Planned improvements include:

  • Sharrow paint markings for bikes;
  • Planter boxes to narrow the roadway;
  • Speed cushions; and
  • New signage to indicate the street’s updated configuration.

These measures will reduce traffic congestion and volumes, calm vehicle speeds and create a safer environment for pedestrians and cyclists.
