Habitat for Humanity Victoria Announces New Affordable Housing Project: Langford at Last!

Langford, BC – June 9, 2026: On June 9, Habitat for Humanity Victoria (HFHV) announced their newest affordable housing project in partnership with the City of Langford, located in the beautiful Westhills neighbourhood. HFHV has purchased land on Irwin Road and plans to build a 26-unit townhome development, providing a hand-up to homeownership for members of the community. The project will offer a diverse mix of housing options to address community needs, including working professionals, growing families, and those with accessibility needs.

The City of Langford recently awarded HFHV a per-door grant for the first phase of this project (16 units) through their Affordable Housing Reserve Fund, in alignment with their existing Attainable Homeownership Program. The program is funded entirely by developer contributions as a condition of rezoning, not by tax dollars.

“As a charity we take stewarding our donor dollars seriously, and we chose to build where we can maximize the impact of our donor dollars with government investment,” said HFHV CEO Carmen Rempel. “The City of Langford have been brilliant partners with us, seeing the value in what our program offers a community, and being willing to invest in it.”

Phase one of the Irwin Road project is comprised of 16 units. Applications will open for families to apply once a development permit has been successfully obtained for the first phase. Meanwhile, HFHV’s Ferguson Place 13-unit project in Saanich continues to proceed through the necessary approvals and is lining up to be ready for construction after phase one of the Irwin Road project. Habitat Victoria is grateful to Langford City Council for their support. The inclusion of Habitat in Langford’s affordable housing initiatives has enabled this project to move forward.

“The City is delighted to partner with Habitat for Humanity to bring more affordable housing to Langford,” said Langford Mayor Scott Goodmanson. “Projects like these strengthen the community and help residents put down roots close to home. This project aligns with the City’s housing goals, supporting long-term stability for Langford families.”

This project will mark 50 homes built by HFHV in the Capital Regional District to date, furthering our mission to bring people together to build homes, communities, and hope. After moving into their Habitat home, studies have shown that partner families experience improvements in their physical health, education, employment, financial security, and community involvement.

About the City of Langford Attainable Housing Program

The City of Langford’s Attainable Housing Program is a first-of-its-kind initiative in Canada which helps qualified buyers secure up to 75% of the down payment for their home. The program assists Langford residents with a household income of less than $156,000 who can afford a mortgage but cannot save enough for the full required down payment to achieve home ownership at an attainable price point. Support is provided through the City’s Affordable Housing Reserve Fund, entirely funded by developer contributions as a condition of rezoning. Eligible buyers are subject to a Housing Agreement registered on title that stipulates the resale price will be limited if re-sold and restricts the unit being rented within the first five-years of ownership.
