STATEMENT FROM THE CITY OF LANGFORD

The City of Langford recognizes there is a growing number of individuals currently living in recreational vehicles throughout the South Island, in Langford this is happening along Goldstream Avenue. We understand that each recreational vehicle represents a person or family facing incredibly difficult circumstances, and we want to express our compassion and concern for those affected.
Everyone deserves access to safe shelter, hygiene facilities, and a sense of stability. Living in a recreational vehicle on the side of the road is none of these. Rather it reflects the failure of a broader system to meet the needs of some of our most vulnerable community members.
The City does not take this situation or the decisions regarding any type of enforcement that impacts those who are unhoused lightly. The City has received an increasing number of complaints from nearby residents regarding deteriorating conditions along parts of Goldstream Avenue, including the deposit of human waste, garbage accumulation, noise disturbances, and an increasing number of recreational vehicles coming from other municipalities. These concerns must be addressed in a way that balances public health and safety with compassion and care for those in need. Bylaw Enforcement staff always work with a supportive approach to do what they can to help those in need make connections with relevant service providers.
The City is calling on the Province of British Columbia to work with social services, and affordable housing providers to find compassionate, long-term solutions to this growing challenge. The housing crisis needs a coordinated response that ensures people are not left behind. To that end, Council has tabled a Motion for the upcoming Union of BC Municipalities conference to legislate housing as a human right.
In the meantime, the City will provide information about more suitable alternate locations for those currently living in recreational vehicles on Goldstream Avenue, including the Goldstream Provincial Park campground, Island View Beach RV Park, and Fort Victoria. In addition, staff are willing to assist these residents in making connections with housing service partners to help transition them into a more sustainable housing situation.
