This RFP is an invitation by the City of Langford (“the City”) to prospective respondents to submit proposals for the Design-Build of a new Childcare and Art Studio Facility.

The Work is to be located at 1100 Jenkins Avenue/3020 Glen Lake Road, a vacant, City-owned lot, in the Westhills neighbourhood of Langford, British Columbia. The facility will consist of a building with a childcare center on the lower floor and an art studio on the upper floor. The design must accommodate at-grade access for childcare drop-off and pick-up, with parking solutions potentially integrated beneath the building footprint.

The City will retain ownership of the land and building. West Shore Parks and Recreation Society (WSPRS) will operate the art studio, and an experienced non-profit provider will operate the childcare facility.

The City is seeking a qualified Design-Build team to complete a program analysis, pre-design services, design development, construction, and warranty services.
